What is a CPSR?
A CPSR is a mandatory document required by Regulation (EC) No 1223/2009. It is a detailed scientific assessment of your product's safety, taking into account the toxicological profile of each ingredient, the chemical structure, and the level of exposure. It consists of two parts:
- Part A: Cosmetic Product Safety Information (quantitative data).
- Part B: Cosmetic Product Safety Assessment (reasoning and conclusion).
Part A: Safety Information
This section gathers all the necessary data for the safety assessment. It must include:
- Quantitative and Qualitative Composition: Exact percentages of all ingredients.
- Physical/Chemical Characteristics: pH, viscosity, density, etc.
- Microbiological Quality: Results of Challenge Testing (ISO 11930) and total viable count.
- Impurities and Traces: Purity of raw materials and absence of prohibited substances.
- Normal and Reasonably Foreseeable Use: How the consumer will use the product.
- Exposure to the Product: Calculation of Systemic Exposure Dosage (SED).
Part B: Safety Assessment
This is where the Safety Assessor (a qualified person with a degree in pharmacy, toxicology, medicine, or a similar discipline) reviews the data from Part A. They will:
- Evaluate the safety of each ingredient.
- Assess the safety of the finished product.
- Review the product labeling and claims.
- Provide a final conclusion: Safe, Safe with restrictions, or Unsafe.
