Navigating the CPNP: A Step-by-Step Registration Guide

The Cosmetic Products Notification Portal (CPNP) is the centralized database for all cosmetics sold in the EU. Notification is mandatory before placing a product on the market.

Step 1: Create an ECAS Account

Before you can access the CPNP, you need an EU Login (formerly ECAS). This is your gateway to all European Commission digital services. Ensure you register as an organization if you are a business entity.

Step 2: Define Your Role

Are you the Responsible Person (RP) or a Distributor? The RP has the full obligation to notify the product. Distributors only need to notify if they translate the label or change the product name. Understanding your role is crucial for compliance.

Step 3: Enter Product Data

You will need to upload:

  • The product name and category.
  • The physical formula (either exact concentrations or frame formulations).
  • The original labeling text and packaging photos.
  • Contact details for urgent medical inquiries.

Common Mistakes

The most common error is notifying a product before the CPSR is finalized. The notification must reflect the exact product that was assessed for safety. Any change in formula requires a new assessment and an update to the portal.

Nanomaterials and CMR Substances

If your product contains nanomaterials, you must notify them separately six months before placing the product on the market. Similarly, the presence of CMR (Carcinogenic, Mutagenic, Reprotoxic) substances requires specific declarations and safety justifications.

Post-Notification Obligations

Once notified, your product is listed in the database accessible to Competent Authorities and Poison Centers. However, notification is not a one-time task. You must update the notification if there are any changes to the product formulation, labeling, or if the product is withdrawn from the market.
